Southcentral Foundation’s (SCF) Office of General Counsel is seeking an Associate General Counsel/Senior Associate General Counsel to join its legal team.  The Associate General Counsel/Senior Associate General Counsel reports to the General Counsel and is responsible for providing quality legal advice and services related to a wide range of SCF’s legal and operational interests.

This position has two (2) levels designed to provide progressively more responsible and independent work experiences. Progression between job levels is based on the demonstrated ability to successfully handle more progressively responsible assignments.

Full-time/part-time opportunities are available.  The option of hybrid on-site/remote work may be available, depending upon operational needs.

SCF is an Alaska Native nonprofit tribal organization designated by Cook Inlet Region, Inc. (“CIRI”) and eleven Federally Recognized Tribes to directly operate more than 80 healthcare programs and services pursuant to the Indian Self-Determination and Education Assistance Act.  In addition to serving 70,000 Alaska Native and American Indian people in living in the Municipality of Anchorage, the Matanuska-Susitna Borough and 55 rural villages across Alaska, SCF co-manages the Alaska Native Medical Center in Anchorage.

Requirements

Minimum Qualifications:

SCF health programs are established to serve a primary population comprised of Alaska Native people who are affiliated with Cook Inlet Region, Inc. (CIRI) and Alaska Native and American Indian people living within SCF’s geographical service area, which spans more than 100,000 square miles across Alaska.  Applicants should understand the cultures and the needs of SCF’s service population.  This knowledge is critical to ensure the achievement of SCF’s vision of a Native Community that enjoys physical, mental, emotional and spiritual wellness, and mission of working together with the Native Community to achieve wellness through health and related services:

  1. Juris Doctorate (J.D.) from an American Bar Association accredited law school.
  2. Active Alaska Bar license in good standing OR admitted to practice law in another state and eligible for admission to Alaska Bar by reciprocity or examination pursuant to Alaska Bar Rule 2; must obtain active Alaska Bar license within 18 months from date of hire.
  3. Five years of experience in the active practice of law, including at least three (3) years of demonstrated experience in the active practice of law in one or more of the following specialty practice areas:

(a) Drafting, analyzing, and negotiating contracts and other legal documents related to a wide range of business and real estate transactions; OR

(b) Federal and state healthcare laws and regulations including, but not limited to, privacy and security of health information, billing/reimbursement, provider licensure and drafting contractual provisions addressing healthcare regulatory issues; OR

(c) Employment law including, but not limited to, wage and hour, discrimination/harassment, FMLA, workplace accommodation, wrongful termination and internal investigations related to employment matters; OR

(d) The Indian Self-Determination and Education Assistance Act, the Indian Healthcare Improvement Act, Indian Health Service programs and Federal Indian Law.

Additional Qualifications for Senior Associate General Counsel:

  1. Five (5) additional years of experience in the active practice of law, including at least five (5) additional years of demonstrated experience in the active practice of law in one or more of the specialty practice areas listed in 3(a) – (d) above, OR demonstrated proficiency as an Associate General Counsel at SCF.

Employee Health and Background Check Requirements:

SCF is committed to customer and employee health and safety.  Compliance with our Employee Health Procedure is a condition of SCF employment for all SCF employees.  The successful applicant will be required to agree to comply with all job-related employee health screening and immunizations requirements prior to the first day of SCF employment, which include the following: MMR (Measles, Mumps and Rubella), Varicella (Chicken Pox), and COVID-19 vaccinations.

As an additional condition of employment, the successful applicant must be able to comply with the applicable standards of SCF’s Background Check Policy, including the requirements imposed by the Alaska Barrier Crimes/Conditions and Background Checks regulations, the Indian Child Protection and Family Violence Prevention Act, the Crime Control Act of 1990, and the mandatory and permissive exclusion provisions of the Social Security Act.
